Howard Kympton - Mr. Kympton, a West Point graduate with a MS in Nuclear Engineering and MBA, is a highly experienced corporate manager and broad-based security expert. He participated in the development of the National Maritime Security Plan, National Transportation System Security Plan, DHS/DOD Maritime Domain Awareness Working Group, DOT Intermodal Freight Technical Working Group, and MARAD Cargo Handling Cooperative Program. Mr. Kympton has been CEO, COO and General Manager of numerous domestic and international business enterprises.
William (Bill) Livingstone - Mr. Livingstone has extensive experience in security, investigations, communications, and politics. He previously was COO of ExecutiveAction LLC and Executive Vice President of Studies & Analysis at GlobalOptions Inc. - both risk management firms. Livingstone has developed a wide range of security and threat assessments, including cities (New York City, Washington, D.C.), sports stadiums, convention centers, industrial sites, entertainment centers, ports, skyscrapers, and nuclear facilities. He authored An Analysis of Terrorist Threats to America's Medicine Supply, the first comprehensive assessment to examine the issue, and The Threat of a Catastrophic Anthrax Attack on America.
Wendell Shingler - Mr. Wendell Shingler has more than three decades of high level security experience. He was Director of Homeland Security's Federal Protective Service, which is responsible for the law enforcement and physical security of about 9,000 federal buildings and facilities. As Executive Director of the National Incident Response Unit, Mr. Shingler led emergency and preparedness initiatives for U.S. Immigration and Customs Enforcement (ICE), the Department of Homeland Security's largest criminal investment agency. He also served 14 years in the U.S. Marshals Service. He retired from the agency as Deputy Assistant Director for Judicial Security, responsible for the physical security of all U.S. federal judges, judicial employees, and facilities.
Mark H. Johnson - Mr. Johnson, a former Deputy Assistant Administrator of the Transportation Security Association (TSA) and retired Captain of the U.S. Coast Guard, is Director of C&H Patriot Security. His expertise spans all aspects of maritime safety and security, as well as security for rail, mass transit, highway, pipeline conveyances and infrastructure. He has significant experience in assessing vulnerabilities of critical infrastructure and developing security plans to mitigate those vulnerabilities. He also has conducted inspections for compliance with federal security regulations. He has also evaluated federal plans and understands the approval process. Mr. Johnson was lead author of the National Transportation System Security Plan and created the regulatory standards for passenger, cargo, infrastructure security and response preparedness for non-aviation modes of transportation.
Frederick L. Webber - Mr. Fred Webber was President and CEO of the American Chemistry Council (ACC) for nearly a decade. He worked closely with ACC members to upgrade security after the 9/11 terrorist attacks. Mr. Webber also headed the Alliance of Automobile Manufacturers (AAM) and the U.S. League of Savings Institutions. He was Executive Vice President of the Edison Electric Institute and Corporate Vice President/Public Affairs of Scott Paper Company. Mr. Webber is Senior Government Affairs Counselor to Maine Street Solutions, a member of the Board of Trustees of the Marine Corps University Foundation, member of the Board of Overseers of the Chemical Heritage Foundation, and Board of Directors of Jurong Aromatics Corporation, a privately held specialty chemicals manufacturer headquartered in Singapore.
Hon. Asa Hutchinson - Mr. Hutchinson served as the first Under Secretary for Border and Transportation Security at the U.S. Department of Homeland Security. He was a member of Congress (Third District of Arkansas) from 1996 until his appointment as Administrator of the U.S. Drug Enforcement Administration in 2001. Mr. Hutchinson also served as U.S. Attorney for the Western District of Arkansas. He is the Founder and CEO of the Hutchinson Group, LLC, which provides strategic and business consulting services, and Senior Partner in The Asa Hutchinson Law Group, PLC.
Betty Guhman - Ms. Betty Guhman has public and private sector management expertise. A partner at the Hutchinson Group, she previously served as Chief of Staff for Border and Transportation at the U.S. Department of Homeland Security. Ms. Guhman was a Special Advisor to U.S. Drug Enforcement Administrator Asa Hutchinson, and Chief of Staff to Congressman Asa Hutchinson. Prior to her work in Washington, D.C., she was a tenured professor at the University of Arkansas Fulbright College of Art and Sciences.
Anne Gehrett - Ms. Anne Gehrett has broad international and domestic business experience. She managed high-technology operations at numerous top corporations, including Northrop Grumman, CACI, Unisys, and Tektronix. While at CACI, she developed programs for the Department of Homeland Security and other federal, state, and local agencies. Among the programs included security planning for major city infrastructures and for Department of Defense facilities.
William (Biff) Holt - A retired U.S. Coast Guard Captain, Mr. Holt has more than 30 years of experience in maritime safety, security, and crisis management. Now Managing Director of C&H Patriot Security, he advises governments and vessel owners/operators on these issues. He was Director of Corbett & Holt/Gallagher Marine Systems, partner at Mercer Management Consulting, and Senior Associate at Booze Allen and Hamilton.
John J. Strauchs - John Strauchs, a highly experienced security systems designer, has provided security services for dozens of chemical facilities, including those of E.I. Dupont de Nemours, Johnson & Johnson, and Albermarle Corporation. Mr. Strauch has also designed security systems and/or conducted security surveys/risk assessments for federal and state agencies (U.S. Navy, U.S. Department of State, U.S. Army Corps of Engineers, U.S. Drug Enforcement Agency, New York City, Virginia Port Authority, Baltimore and Philadelphia), utilities, hotels, resorts, universities, and museums. Among other national companies he has provided security services are Ameritech, Honeywell, Ford Motor Company, Konica, Motorola, Mobil, Pepco, Proctor & Gamble, GTE, and Coca-Cola.
Leo Yakutis - Mr. Leo Yakutis has vast experience in IT problem solving, IT security, and project support for Fortune 100 computer systems and networks. He worked at Microsoft as a Senior Engineer for 11 years. He was a member of the company's first corporate support team and first networking support team. Since his departure from Microsoft in 2001, he has provided IT consulting services to businesses and non-profit organizations.
Fred Halvorsen - Dr. Fred Halvorsen's distinguished career spans over four decades as an acknowledged expert in petrochemical processing, chemicals handling, incident prevention, emergency response and accident mitigation/ remediation. As a career Coast Guard Officer, he was actively involved in the development and implementation of the USCG's Marine Safety programs in hazardous materials, specifically chemicals, oil, and liquefied gases. A graduate of the Coast Guard Academy, he later obtained a Ph.D. in Chemical Engineering from the University of Maryland. He is a registered professional engineer in four states, has authored over 40 articles on chemical and hazardous materials processing, storage and handling, and has provided expert witness testimony in oil and chemical emergency response on a wide range of topics.
Barry Schochet - K. Barry Schochet, General Counsel to Chemical Security Service, was previously a partner in the law firm of Manatt, Phelps, Rothenberg and Tunney of Los Angeles, California and Washington, D.C. Since 1986, he has been in private law and business consulting, where he has advised and represented both U.S. and foreign clients on business and political issues. Mr. Schochet served as Counsel to the Senate Watergate Committee, foreign policy and defense advisor to U.S. Senator Richard Stone of Florida, and Staff Director of the Subcommittee on Near Eastern and South Asian Affairs of the Senate Committee on Foreign Relations (1978-1981). He is a graduate of the University of North Carolina at Chapel Hill (B.A.) and Emory University School of Law (J.D.).
Randy Lubisher - Mr. Randy Lubisher has nearly 30 years of experience in security, including physical security, antiterrorism, counter-terrorism, special operations, and training. He has conducted security assessments on a wide range of facilities, including nuclear sites, conference centers, sports stadiums, retail outlets, business offices, and a petrochemical complex in Saudi Arabia. He provided security consulting on asset protection to the U.S. Army Soldier and Biological Chemical Command (SBCCOM). As a U.S. Marine, Mr. Lubisher commanded security detachments (responsible for internal security and safeguarding classified materials) in Vladivostok, Russia, and at the U.S. Consulate in Jerusalem.
